Fisher was born in Brooklyn, New York City and began to draw at an early age. Both his father and his grandfather were artists. Fisher studied at the San Francisco Art Association while spending a large portion of his adolescence there. His career as an artist for newspapers and magazines began in New York in 1898. He drew sketches and ornamental pieces for the San Francisco Call and the San Francisco Examiner. He was a member of the panel that selected Clara Bow as the It-girl in the Motion Pi
