You may want to park your temporary caravan or portable accommodation on it, while you crop the land for free food with plenty of harvests left over. If whatever was done on the land was properly hygienic and discreet from road view and neighbours and such, I wouldn't imagine anyone caring to bother with it. But please note that anything done on the land would ultimately be the responsibility of the tenant in terms of council regulations and approval/permits or otherwise. The owner of the land is just simply leasing it out as 'vacant land in as-is condition'.

From what I was able to see on the Maranoa Council Planning Scheme, there does appear to be a provision for temporary movable structures, cropping, and animals. However, it would be the tenant's responsibility as far as council permits/approval or whatever for anything done on the land. The owner of the land is simply leasing it out as 'vacant land in as-is condition'.
From 10 years of satellite imagery, during the worst flooding periods that I observed, I only saw one or two worst flooding events even which were still mostly confined to the creek and depression areas, despite the whole land being designated within a flood area.
Asking for a 2 year lease minimum, since the price is cheap. Longer rental use beyond 2 years is certainly welcome.
