I have a used wheelchair - it needs lots of work, its been under a carport but has some weather exposure. Small rust patches which appear to be surface only. It has two small tyres at front, and two med tyres at the back (this is NOT the type that has large tyres like a pushbike). All the tyres have detoriated.
The vinyl seat, backrest and armrest are all fine.
The chair doesnt fold down at the moment - I would say it needs some WD40 or a good lubricating job to be able to fold it ...
