If they are trained or self taught though there are elements of outsider art in it. It seems to be an oil (or perhaps) a pastel. It is under glass and professionally framed and sealed. It is quite striking and a little spooky on the wall.

I have never removed the glass from the frame. It seems to be a painting and not a reprint as you can see the layering and crackling in the paint.
